This study discusses the normative meaning and problematic issues which the state, administrative bureaucracy, public servants and labor unions have in relation to the publicness. Although each of them needs to yield its inherent function to serve the public interests and common goods of social constituents, the state, the administrative bureaucracy and public servants have transmuted into the means for the ruling elites to use for oppressing the people in order to accomplish their private interests and exercise their power in the old histories and at present. Labor unions, which are basically characterized as the united association of workers in the asymmetric terrain of the Capitalistic labor markets, have been faced with the crisis of moral legitimacy, derived from the loss of its publicness, by concentrating their efforts on the protection of privileged interests for insiders (union members), while ignoring and excluding the interests of outsiders at the margins of labor markets. It is necessary for those public entities to pursue the people publicness, in order thar they may genuinely represent and protect the interests of working people, who are the majority of social constituents. People publicness denotes that the (working) people become the national agency to democratically participate in public administration and actively fulfill the core values of liberty, equality and solidarity in their socio-economic life. Public servants unions need to develop a movement model of people administration to materialize the people publicness, which reshapes public administration, equipped with (1) the people-serving administration principle, (2) the people-participatory governance, and the people-oriented policy formulation and implementation.
