산별노조 지역지부의 노조 재활성화 전략 - 금속노조 경남지부의 사례 -

This paper analyzes a revitalization strategy of Korean Metal Workers’ Union Gyeongnam Regional Branch in the crisis of industrial union movement. In the development of revitalization strategy of KMWU Gyeongnam Regional Branch, the organizational purpose for the completion of industrial union has been influenced by the collective identity towards working class solidarity. After the crisis of KMWU in 2010∼2011, KMWU Gyeongnam Regional Branch formed an united leadership by the talks of the political factions and suggested a new strategic vision for revitalization of industrial union movement. It has consistently pursued an industrial complex organizing, vulnerable workers oriented solidarity, and a coalition with community organizations against industrial restructuring and job loss. It’s main strategy has moved from a collective bargaining model towards an organizing model, and from ‘mechanical solidarity’ among the union members towards ‘organic solidarity’ with precarious workers. It has used community networks for organizing of small enterprise workers. and has pursued regional solidarity by ‘social solidarity fund’ which is supported by union members. In the struggles against industrial restructuring, it has pursued a cooperation with local governments for change of some industrial policies.
