작은사업장 노동자의 불안정성과 법ㆍ사회보장제도 경험

The purpose of this study is to understand the precarious working environment and the legal/social security system experiences of Korean Small Sized Enterprise(SSE) workers. To this end, an in-depth interview was conducted with workers working in workplaces with less than 30 employees. As a result of the study, first, it was found that workers in SSE routinely experience long hours of work, intermediary exploitation, and delay in payment due to structural problems arising from multi-level subcontracting relationships with large and medium enterprises. Second, it was found that due to the “family atmosphere” emphasized in SSE, workers in SSE are not only infringed on their rights to be protected as workers, such as minimum wages and rest time guarantees, but also experience chronic work overload and psychological stress. Third, it was found that SSEs workers were excluded from legal and social security protection due to the small size of the business and the insufficiency of laws, regulations and supervision. It was highlighted that the precarity revealed by the analysis does not exist independently and exclusively, but that they are all closely connected, and that they work organically to reinforce each attributes of precariousness. However, it was revealed that the laws and social security systems did not sufficiently cover such multi-dimensional instability, or had many limitations even if they were formally included.
