농업부문의 기술이전에 미치는 영향요인 연구

농업부문에서 개발된 기술의 이전에 대한 필요성이 증가하고 있다. 그런데 농업은 다른 산업과 달리 R&D투자가 활발히 이루어지기 어렵다는 특징을 가지고 있으며, 이에 따라 대부분의 특허가 공공에 의해 개발되고 있다. 대부분 농업부문의 특허는 국유특허라고 할 수 있다. 농촌진흥청은 농업부문의 기술이전을 활성화시키기 위하여 농업기술실용화재단이라는 중간조직을 설립하여 기술 마케팅 노력을 기울이고 있다. 이러한 맥락 속에서, 본 연구는 농업부문을 대상으로 기술이전 영향요인들을 분석하고, 정책적 시사점을 제시하기 위하여 수행되었다. 종속변수는 기술이전 건수이며 독립변수를 기술투입, 기술 마케팅, 특허가치 부문으로 나누어, 영과잉 음이항 회귀분석을 활용하여 분석을 실시하였다. 분석결과 기술 투입에서는 연구인력이 유의미한 긍정적인 영향을 미치는 것으로 나타났으며, 기술 마케팅에서는 기술 마케팅 기간이 기술이전을 증가시키는 것으로 나타났다. 그리고 특허가치에서는 IPC 고유벡터 중심도, 청구항수, 패밀리특허, IPC개수가 기술이전을 증가시키는 변수로 나타났다. 그러나 인용수와 공동특허는 기술이전을 감소시키는 것으로 나타났다.
Abstract
The need for the transfer of technology in the agricultural sector is increasing. However, unlike other industries, it is difficult for agriculture to actively invest in R&D. Most agriculture technologies are developed by the public sectors. The Rural Development Administration established an intermediary organization called the Foundation of Agri, Tech, commercialization & Transfer(FACT) to promote the transfer of agricultural technologies. This study attempt to analyze the factors influencing technology transfer in the agricultural sector. The analysis was conducted using a zero inflated negative binomial regression. Empirical results show that number of researchers and technology marketing have a significant positive impact. IPC eigenvector centrality, number of claims, number of family patents, and number of IPC also exhibit a statistically positive influence on the technology transfer. However, the number of citations and the joint research have significant negative effects on technology transfer.
