공공연구기관의 기술이전 성과 영향요인에 관한 연구: 기술이전 Process를 중심으로

초록
본 연구는 공공연구기관의 기술이전 프로세스와 영향요인을 탐색하기 위한 연구이다. 선행연구와의 차별성으로는 첫째, 우리나라 성과관점의 기술사업화 프로세스가 보다 잘 반영되도록 기술이전 연구모형을 단순히 독립-종속 변수 관계로만 고려하지 않고 매개효과를 추가하여 설계하였다. 둘째, 기업을 중심으로 발전한 전략경영이론과 사회학 이론을 프레임워크로 활용하여 공공연구기관의 기술이전 영향요인 및 프로세스 경로를 설정하였다. 구체적으로는 자원기반이론, 사회적 자본이론, 전용성 체제이론을 토대로 연구자원(내부연구역량, 외부협력역량), 전용성(기술자산)을 영향요인으로 설정하였다. 마지막으로는, 우리나라 공공연구기관에서 3년간(`16~`18) 발생된 기술이전 성과를 표본으로 PLS-SEM 분석을 하였다. 분석결과, 연구자원이 전용성을 매개하여 기술이전 성과가 발생된다는 것을 확인하였다. 이로써, 기관 내 연구인력과 같은 내부자원과 민간기업과의 공동연구개발로부터의 외부협력역량이 특허라는 산출물로 보호되어야 기술이전으로 원활하게 이어질 수 있다는 중요성을 검증하였다는 것에 의의가 있는 연구이다.
Abstract
While there is an extensive body of knowledge on the factors for technology transfer, a few salient gaps remain. First, most of the studies on factors affecting technology transfer were designed only by the relationship between independent and dependent variables. However, research on the ‘process’ of technology transfer, or when technology transfer outcome has been triggered and coordinated by research resources and appropriability, is still scarce. Second, we lack proper understanding into the framework of technology transfer process in the lens of Resource based-view, Relational view and Appropriability regime. To confirm the effect on this, an exploratory study was performed by constructing a research model in the form of PLS-SEM and statistical analysis of public research institutes using a Smart PLS tool. This study suggests that the research capabilities and relation-specific assets of public research institutes influence technology transfer by mediating appropriability.
