경찰의 자치경찰제도 도입 과정에 대한 소고 - 비판이론적 관점을 중심으로

The purpose of this study is to review the process of proposing self-governing police system and to examine the problems in the procedures and the contents of the system from the perspective of critical theory. Critical theory points to the unfair reality that citizens are materialized in modern administration and their actual needs and wants are distorted by ruling elites or experts. From the perspective of criticism theory, three issues were discussed: dehumanization of front-line bureaucrats (issue 1), dehumanization of citizens and other policy-related people/group (issue 2), and gap between policy and actual needs (issue 3). In the case of Issues 1 and 2, it was confirmed that front-line police officers, citizens and local governments were alienated and instrumented in the process of implementing policies related to them. In particular, front-line police officers and local governments openly raised the issue of lack of opinions, and citizens did not even have a chance to understand the overall process of introducing the self-governing police system. In Issue 3, it was revealed that the self-governing police system was designed to be difficult to function properly, but although there are clear restrictions in the system, there is a possibility that local governments and police will cooperate to produce the desired results to some extent.
