한-영 FTA 협정관세 적용상의 유의점에 관한 연구

본 논문은 한-영 FTA 발효에 따른 협정관세 적용과 적용상의 유의점에 대하여 연구하였다. 한-영 FTA는 2021년 1월 1일부터 발효되었으며, 한-EU FTA와 비교해서 별다른 차이점은 없다. 다만, 인증수출자, 직접운송원칙, 원산지결정기준의 누적기준에서 기존과 약간의 차이가 있기 때문에 우리 수출입기업의 입장에서는 주의를 요한다. 인증수출자의 경우에 한-EU FTA에 따른 인증수출자 번호가 기재된 원산지신고서로 한-영 FTA의 적용을 받을 수가 없으며, 직접운송원칙의 경우에 한-영 FTA는 발효일로부터 3년간 완화된 직접운송원칙이 인정되어 EU를 경유하는 원산지제품의 경우에도 직접운송원칙이 충족되는 것으로 간주된다. 또한, 원산지결정기준의 누적기준에 있어서도 EU를 원산지로 하는 재료나 EU에서 수행된 작업 또는 가공의 누적에 대해서도 역내에서 이루어진 것으로 인정되어 발효일로부터 3년간 한시적으로 허용된다는 점을 상기해야 할 것이다. 이러한 변동사항을 확인하기 위해서는 관세전문가인 관세사의 컨설팅 조력도 필요할 것이다.
Abstract
Purpose : This study sought to suggest ways for Korean exporters and importers to benefit from the actual agreement tariff through discussions on how to apply the agreement tariff following the effectuation of the Korea-UK FTA and what to pay attention to when applying the agreement. Research design, data, methodology : This study examined the contents of the agreement tariff application and the significance of the agreement tariff application through the killing through the analysis of the Korea-UK FTA's operational guidelines. Results : The results of the study show that the Korea-UK FTA does not differ from the existing Korea-EU FTA standards, so it does not interfere with tariff benefits, but changes in certified exporter benefits, direct transportation principles and cumulative standards should be checked. Conclusions : In conclusion, Korea is the world's largest FTA country in name and reality, with FTAs in effect with 56 countries in 17 countries following the effectuation of the Korea-UK FTA. Taking advantage of the effectuation of the Korea-UK FTA, the government should further increase the tariff benefits of Korean exporters and importers through continuous FTA signing such as RCEP and the Korea-Cambodia FTA.
