공공기관 지방이전이 지역혁신체제의 효율성에 미치는 영향에 관한 연구 - 13개 광역시·도별 효율성 변화 분석을 중심으로 -

초록
공공기관의 지방 이전 정책은 국토균형발전이라는 목적하에 추진되었다. 2005년 176개 공공기관 지방이전 발표가 있었고, 이로 인한 고용인구이동은 약 3만 3천명, 지방세 납부액은 약 760억 원으로 공공기관 이전 예상지역의 지역경제활성화에 상당한 기여를 하게 되었다. 이후 2012년 공공기관의 지방이전이 본격적으로 시작되었다. 본 연구는 공공기관이전이 지역별 지역혁신체제 효율성의 변화와 효율성에 영향을 미치는 결정요인의 변화를 분석하기 위하여 공공기관 지방이전 전(2006년～2011년)과 이전 후(2012년～2017년 현재 가장 최신자료로 구성되어 있는 “2019 지방과학기술연감”의 경우 2017년까지의 자료가 최신)로 나누어 13개 세종특별자치시의 경우 2012년에 출범하여 2013년부터 R&D 관련 자료가 축적되기 시작한 관계로 분석의 편의상 충청남도에 포함하였으며 앞에서도 언급한바와 같이 서울, 경기, 인천 지역은 제외시·도를 대상으로 자료포락분석(Data Envelope Analysis, 이하 DEA’로도 칭함) 중 초효율성 모형을 사용하였으며, 지역별 결정요인 분석의 경우 회기분석을 활용하는 2단계 접근법(two-stage approach) 한국 지역혁신체제 효율성의 경우 초효율성 DEA모형 활용 및 지역별 결정요인 분석은 회기분석 활용을 시도하였다. 그 결과 공공기관의 지방이전이 이루어진 13개 시도에서 지역혁신체제 효율성 변화에 긍정적인 영향을 미치고 있으며, 이전지역의 연구개발 효율성 증가에도 영향을 미치는 것으로 나타났다. 그리고 해당지역 내 교통 및 정주 환경개선과 함께 지역사회와의 소통과 연구개발 관련 상생적 관계 형성은 지역사회 및 경제발전과 지역혁신체제 구축 기반형성이라는 정성적인 파급효과도 유발하였다.
Abstract
Purpose : This study aims to analyze changes in the determinants that affect the efficiency of regional innovation systems by dividing public institutions before and after local relocation (2006-2011) and after the relocation (2012-2017). Research design, data, methodology : For the efficiency of the Korean regional innovation system, a super-efficiency model was used among 13 cities and provinces (also referred to as Data Envelope Analysis), and for regional determinants analysis, a two-stage approach was attempted. Results : As a result, 13 cities and provinces where public institutions have moved to provincial areas have a positive impact on changes in the efficiency of regional innovation systems, and also on the increase in research and development efficiency in previous areas. Conclusions : The effect of the relocation of public institutions on the efficiency change of the regional innovation system is likely to cause a qualitative ripple effect of the economic development of the local community if it is combined with the improvement of transportation and settlement environment in the region.
