지역문화정책사업 운영에서 나타나는 민간과 문화재단의 차이에 대한 사례연구 : 전북지역 ‘지역문화 전문인력 양성사업’을 중심으로

Since the enactment of the ‘Regional Culture Promotion Act’, the role of the region was further emphasized as the main body of the establishment and implementation of local cultural policies and the importance of participation and role in the private agency, including local people who were subject to policy as well as public institutions, has been increasing. As various local cultural policy projects aimed at promoting local culture have been promoted, the implementation entity is diversifying not only in the public but also in the private agency, and the results of the project are different. This study is a case study that examines the differences between the Cultural Foundation and the private agency, which is a representative institution of the region in the implementation of Local Cultural Policy Projects. For the research, researcher reviewed the case of the operation of the 'Training System of Local Culture Expert' in Jeonbuk province based on the Regional Culture Promotion Act. In the case of Jeonbuk province, the training system was operated by the private agency for the first two years and later by the cultural foundation. Depending on the operating entity, there were differences in the specific business operation process, such as establishing and implementing a cooperative system for promoting the project, and organizing curriculum and programs. This study suggested the need to consider the characteristics of the operating entity in the promotion and implementation of local cultural policy projects and the importance of establishing a cooperative relationship between the subjects for promoting local culture.
