무기체계 비용분석을 활용한절충교역 기술가치평가 발전에 관한 연구

Government of the Republic of Korea has strategically used Defense Offsets for the past 30 years and the most important factor in Defense Offsets contracts and negotiations is technology valuation. Currently, Defense Offsets Valuation has been done based on DOV in Defense agency for Technology and Quality, the only technology evaluation authorized organization in the defense sector. DOV is a technology valuation metho specific to Defense Offset based on cost approach. However, There were limitations to relying mainly on the proposed value of foreign companies and converting the expected cost of domestic development into a value. In this work, we present a framework that can improve the limitations of DOV to do a reliable technology valuation and verify its utilization of it. It is expected that the proposed framework will contribute to the fairness and reliability of the technology valuation results and help strengthen the negotiation power against foreign companies.
