출연(연) 우수연구팀 측정 모형 개발과 사례 연구
A study on Suggesting Model for the Excellent Research Team in Government-Funded Research Institute

본 논문에서는 출연(연) 우수연구팀 발굴을 위한 측정 모형을 개발하고 A연구기관에 적용한 사례를 제시하였다. 연구모 형은 학술‧연구리더십, 기술수월성, 협력네트워크 영역으로 구분하고 10개의 세부지표를 제시하였다. A연구기관 37개 연 구팀을 대상으로 하였으며, 데이터는 분석연도 직전 5년간의 자료를 활용하였으며, 3년간(2017~2019년) 모형을 적용하 여 매년 분석하였다. 분석 결과 2017년 우수연구팀 3개에서 2019년에는 5개로 확대되었으며, 모형을 적용한 37개 연구 팀의 평균은 2017년 34.8에서 2019년에는 43.5로 점차 증가하는 추세를 보였다. 또한 학술‧연구리더십, 기술수월성 영 역의 상호관계를 분석한 결과 연구팀의 특성에 따라 학술‧연구리더십 영역의 성장 혹은 기술수월성 영역을 강화하는 방향 으로 성장하는 추세를 보였다. 본 연구에서 제시한 우수연구팀 모형과 사례는 출연(연)별 연구 특성을 반영한 우수연구팀 측정 모형을 마련하는데 기여할 것으로 기대한다.
Abstract
This study suggests the model for discovering excellent research team in government-funded research institute and we apply this model to A research institute’s case study. This model is divided into academic and research leadership, technology excellence and cooperative network areas. It is composed of ten detailed indicators. The case study of A research institute has 37 research teams and to use data for five years respectively. This model applied to them from 2017 to 2019. The results are the number of excellent research teams increase from three teams in 2017 to five teams in 2019, and the average of 37 research teams applying this model increases from 34.8 in 2017 to 43.5 in 2019. The research teams of A research institute have been developing to make a strength academy and research leadership or technology excellence. The result of the case study of A research institute will help to make models for discovering excellence teams in government-funded research institutes.
