기술혁신과 사회혁신의 접점: 사회혁신의 개념탐색과 제안

초록
사회혁신은 기존 방식으로 해결하기 어려운 사회문제를 새로운 아이디어와 해결책을 통해 해결하고자 한다. 그러나 대 부분 사회혁신 논의에서 기술변화나 기술혁신을 살펴본 연구는 많지 않으며, 기술혁신 측면을 고려해 사회혁신의 개념화 를 시도한 연구도 부족하다. 이에 본 논문은 기술혁신 관점에서 사회혁신과의 관계를 살펴보고 탐색적 개념화를 시도해보 았다. 본 논문에서는 기술혁신 측면에서 ‘사회혁신은 사회영역에서 다양한 주체들이 과학기술을 활용하여 사회문제를 해 결하고 지속가능한 사회발전을 위해 수행하는 사회적 혁신활동’이라고 제안하고자 한다. 구체적으로 혁신의 동인은 ‘과학 기술을 통한 사회문제 해결’과 ‘기술혁신으로 인해 파생되는 사회문제 해결’로 볼 수 있으며, 혁신주체에는 기존 기술혁신 주체와 일반 시민도 포함하고자 한다. 혁신의 영향력은 매우 다양한데, 이때 사회혁신을 촉발시키거나 영향을 미치는 기 술혁신의 종류와 목적에 따라서 영향력의 범위는 달라질 수 있다. 마지막으로 혁신의 범주는 ‘기술혁신으로 파생되는 사 회문제 해결’과 관련된 사회구조와 관계측면과 ‘과학기술을 통한 사회문제 해결’과 연관된 사회적 요구나 사회적 난제 측 면으로 구분할 수 있다.
Abstract
The term social innovation has been received an interest in various field during the last few decades. Researchers have been trying to conceptualize it and lead to the development of a theory of social innovation. Unfortunately, these efforts have not been achieved the result. In addition, there were few research papers to investigate the notion of social innovation related to technology innovation and their relations. However, social innovation could be assumed to have relations with technology innovation. These two kind of innovations can mutually affect each other and have an impact on social structure, social relations and individual's daily life. Like as technology has embedded in social context, and it constantly interacts with a society over the long term. This paper examines how we could understand the concept of social innovation from the perspective of technology innovation. It is not the final step, but only the first step to explore the meaning and the relations between two innovations. Through this paper, I would suggest the existing concept of social innovation should be expanded to include aspects of technology innovation.
