기후변화 적응과정으로서의 황사피해 현황과 저감정책 방향에 관한 연구

The purpose of the study is to review recent studies on the economic damage calculation of yellow dust, analyze the problems of prior research, discuss methods for more accurate and appropriate economic valuation and damage scale of yellow dust, and provide policy implications for more fundamental measures to prevent desertification of the origin such as China and Mongolia. The main findings are summarized as follows: First, prior studies that estimate the cost of yellow dust have various estimation errors, and have various limitations, such as significant differences in the amount of yellow dust damage depending on the estimation method, requiring consistent estimation methods and methodologies in the future. Second, the proportion of yellow dust-related research funds is significantly lower than that of other sectors, and most of the yellow dust-related budgets are allocated to short-term measures such as securing equipment with immediate visible effects. Third, the fundamental measure to reduce yellow dust damage is to prevent desertification of the origin, and thorough analysis of the accelerating factors of desertification is needed to prevent desertification. Finally, various measures to reduce yellow dust damage as an adaptation to climate change include promotion of international cooperation to prevent desertification and restore the ecological environment of the desertification areas, provision of financial support for economic activities in and around yellow dust origin, establishment of an early warning system and a joint cooperative body involving South Korea, China, Japan, Mongolia and North Korea to cope with yellow dust in Northeast Asia.
