사회 변화와 난민정책의 변화: 스페인 난민정책을 중심으로

Recently, the refugee issue is being discussed as a big social issue worldwide, especially in Europe. In Europe, the refugee problem has separate policies at the EU level and individual member states. Due to these regional characteristics, the national policy response to the refugee problem appears more dynamic. In this context, this study analyzed the rapid changes in Spain’ s refugee policy based on a neo-institutionalism approach. Rapid changes in Spanish refugee policy can be interpreted as the result of choices influenced by norms. In the midst of the conflicting logic of accepting refugees and preventing the inflow of refugees in Europe, the political extremes of European countries have provided legitimacy for the hardening of refugee policies. In Spain, there was a conflict of interest within the coalition government based on different experiences in state administration, along with factors such as a decrease in the capacity of the refugee accommodation management and the deterioration of the labor market. In conclusion, this study revealed that refugee policy stems from institutional norms crossing national boundaries, the political situation of the state, and administrative and administrative experiences, and implied that it is important to pay attention to changes in the institutional logics of the international community and the country.
