The Civil Service System, which leads national administration, plays a important role in the realization of administrative laws. Nevertheless, it has not been actively studied in the area of ​​administrative law in Korea. Under these circumstances, identifying the basic ideology of the Civil Service System is meaningful, because it determines the content of public officials-related laws and regulations and the direction of enactment and revision of laws. In addition to the Article 7 of the Constitution of the Republic of Korea, various laws such as the National Public Officials Act stipulate the contents of the Civil Service System. By the way, there are no explicit rules for its basic concepts or fundamental values. Therefore, further discussion is needed on the basic concepts of the Civil Service System. In this paper, I tried to infer the fundamental principles or rules, which the Civil Service System pursues and should be pursued through the contents of the Constitutional Regulations of the Republic of Korea, the Career Civil Service System, and the National Civil Service Act. In today's rapidly changing modern society, the traditional Career Civil Service System can no longer remain in the past. As the basic ideology of the Civil Service System, the principle of democracy and the rule of law are fundamental values. The Civil Service System should be operated based on these. The Career Civil Service System seems to be in the middle stage between the basic ideology of the Civil Service System pursued by the Constitution and the National Civil Service Act. If there is a need to change the traditional Career Civil Service System, it should be reflected in the National Civil Service Act in a way that does not undermine its basic ideology. At the same time, new changes attempted in the civil service laws must be faithful to the fundamental principles of democracy and rule of law. The Career Civil Service System has contributed to providing administrative services to the public by guaranteeing the stability of their status. But this could not guarantee the efficiency of administrative services. In the traditional sense, the stability of the public service organization, which is the core content of the career Civil Service System, has limitations in terms of the efficient operation of the public service society or the active response to social environmental changes. In order to enhance the professionalism of public officials and to improve the quality of administrative services to the public, performance management through competition and the opening of public officials appointments to private sector are necessary. These changes are a desirable direction for our Civil Service System today. In the process of such change, our legislators have to seek out and apply the basic concepts and principles again so that the public administrative system based on the Civil Service System can be carried out.
