발달장애인 일자리제공형 사회적기업의 비즈니스 방식에 대한 사례연구: 소셜벤처 ‘동구밭’을 중심으로

발달장애인의 고용은 그들의 자립과 사회통합을 위해 해결해야 할 중요한 과제이다. 발달장애인법이 제정되어 국가 차원의 고용 및 직업교육훈련 서비스가 제공되고 있지만, 양과 질 측면에서 충분하지 못해 대다수 발달장애인은고용기회를 얻거나 고용유지를 하지 못하고 있다. 이러한 문제를 해결하기 위해 사회적기업이 다양한 방식으로 접근하고 있다. 사회적기업의 문제 해결방식을 알아보기 위해 본 연구는 발달장애인 고용 비즈니스에서 좋은 성과를 얻고 있는 소셜벤처 ‘동구밭’을 선정하여 사례 분석하였으며, 연구결과는 다음과 같다. 첫째, 동구밭 사례는 소셜벤처의 비즈니스 방식이 발달장애인 고용 문제해결에 효과적인 접근방법이 될 수 있음을보여준다. 동구밭의 비즈니스 방식의 특성으로는 매출에 기반한 고용모델, 비즈니스 모델 혁신, 빠른 조직 실행력, 제품의 경쟁력, 발달장애인 특성을 반영한 인적자원관리, 수평적이고 협력적인 조직문화, 외부 지원과 투자유치를 들수 있다. 이러한 특성은 발달장애인 고용 비즈니스에서 경쟁력 원천으로 작용할 수 있을 것이다. 둘째, 동구밭 사례는 발달장애인에게 좋은 직장이 무엇인지에 대한 새로운 시각을 보여준다. 동구밭은 발달장애인이 오래 일할 수 있는 업무시스템을 구축하였고, 비장애 직원의 이해와 협력으로 일을 통한 사회통합을 추구하고 있다. 본 연구는 정책적 측면에서 발달장애인 고용 비즈니스를 하는 소셜벤처의 확산의 필요성과 고용의 질을 관리하는데 적합한 지표와모델 개발의 필요성을 제시한다. 또한 동구밭의 텃밭 활동은 사회통합 측면에서 정책적 시사점을 제공한다. 비슷한연령대로 구성되고 비장애인이 참여하는 커뮤니티 활동은 발달장애인의 자립과 참여에 중요한 역할을 할 수 있다. 도시농업이 발달장애인의 치유와 교육의 수단으로 활용될 수 있고, 비장애인의 인식개선에도 유용한 수단이 될 수있음을 보여주었다. 본 연구는 사회적기업, 특히 소셜벤처의 문제 해결방식이 발달장애인의 고용 문제해결에 좋은대안이 될 수 있음을 보여주었다는 점에서 학문적 의미를 제공한다.
Abstract
Employment of people with developmental disabilities is an important task to be solved for their independence and social integration. Although the law for people with developmental disabilities was enacted and services for employment and vocational education and training are provided at the national level, most people with developmental disabilities are unable to obtain employment opportunities or maintain employment. To solve these problems, social enterprises are approaching in various ways. In order to find out how social enterprises solve the problems, this study selected and analyzed the case of social venture, “Donggubat.” The results of the study are as follows. First, this study shows that the business method of social venture can be an alternative to solving the employment problem and social integration for people with developmental disabilities. The characteristics of Donggubat's business method include sales-based employment model, business model innovation, product competitiveness, fast business execution, human resource management based on the characteristics of people with developmental disabilities, horizontal and cooperative organizational culture, and external support and investment attraction. These characteristics could serve as a source of competitiveness in the business employing people with developmental disabilities. Second, this study shows what is a good job for people with developmental disabilities. This study provides policy implications for the need to expand social ventures that engage in business for people with developmental disabilities and develop indicators and models suitable for managing the quality of their employment. In addition, the garden activities in Donggubat provide policy implications in terms of social integration. Finally, this study provides academic significance in that it shows that the problem-solving approach of social ventures can be a good alternative to solve the employment problem of the developmentally disabled people.
