해외취업 활성화 방안에 관한 연구: 독일 진출을 중심으로

Advanced countries are facing national crises caused by declining birth rates and aging. In order to solve this problem of population decline and secure professional manpower, many countries are promoting policies to support foreign workers. The lack of professional manpower poses a great threat to the national economy. In particular, Germany, which has an advanced industrial structure, is showing a serious shortage of professional manpower. While this shortage is expected to intensify after 2020, when older workers retire, the German federal government is actively promoting the recruitment of foreign workers. In addition, various efforts are being made, such as improvement of laws and systems and support policies. Overseas employment has great significance at the personal, social and national level in terms of cultivating global leader and solving the domestic unemployment problem. Accordingly, Korea has been promoting support policies to strengthen the expertise of young people through overseas internships and overseas training, and promote overseas employment for 20 years. Due to the government’s policy efforts, the number of overseas employment increased sharply in quantity, but most of the jobs were of low quality, and the satisfaction of the employed was also low. For overseas expansion, it is necessary to consider the employment environment and policy environment of the host country, and to establish a differentiated strategy for each country and job type. Therefore, this study aims to prepare a plan to revitalize overseas expansion by looking at the employment environment and promising occupations in Germany and analyzing the foreign workforce support policy. The results of this study are expected to contribute to providing a realistic plan for advancing into Germany, a country favored by Korean youth, and contributing to establishing an advancing strategy.
