부패요인이 정부수준별 부패에 미치는 영향에 관한 연구: 부패방지정책의 조절효과를 중심으로

This study analyzes the effects of various factors of corruption on the government corruption by government level (central government, regional government, basic local government) and the moderating effects of anti-corruption policy in their relationships. As a result of the analysis, the weak internal corruption control function of the public organization, the practices such as repayment within the public officials and the corruption-friendly climate of the whole society had positive effects on the government corruption. In addition, even if there is a personal relationship such as academic relations, the good implementation of the government’s anti-corruption policy had a negative effect on the level of corruption in all governments. Based on the results of this analysis, the policy implications are as follows: First, it is useful to make the mandatory integrity education program to form an honest public service culture. Second, it is desirable to revitalize the integrity citizen inspector system to break the corruption practices of public officials. Third, it is necessary to establish a public-private cooperation system to spread a culture of integrity. Fourth, it is desirable to increase the effectiveness of punishment for government corruption cases.
