노인학대행위자에 대한 조치의 효율화방안 - 학대의 경중에 따른 구분을 중심으로 -

Today, the authority or status of the elderly is lost due to rapid social changes, and the role of the elderly is reduced in the home and society, increasing abuse of the elderly. In response, the government recently revised the Welfare of the Aged Act to strengthen the follow-up management of abuse of the elderly to prevent recurrence of abuse, while forcing the provision of services to abusers. This reflects the claims of the academic community, and seems to have strengthened social welfare approaches to respond to the growing number of elder abuse in the face of an aging society, although policies and systems are implemented to prevent abuse of the elderly. Accordingly, this school considered ways to effectively provide services to elder abusers by the elder protection agency from a legal and policy perspective, and for this purpose, it was analyzed in five stages according to the weight of elder abuse. At each stage, measures were taken against the actors(abusers etc.) of the elder protection agency, their effective measures, and specific legislative proposals were presented. However, due to the nature of elder abuse, efforts are required to supplement laws and systems in the future to solve the elder abuse problems focusing on social welfare rather than criminal punishment for abusers.
