항만공사(PA)의 독립성과 자율성 강화를 위한 「항만공사법」 개정 연구

Major shipping countries around the world have begun to shift their port policies to make port development and supply policies more important to strengthen their status as logistics hubs. In accordance with these port policies, each country implemented a port management and operation system considering the characteristics of the port. Today, port management operations are the most important factor that determines the nation's port competitiveness. The government introduced the Port Authority in 2003 to enhance the expertise and efficiency of port management. However, it was not much different from the fact that the Port Authority is actually subordinated to the government because the government plans to intervene in the operation and projects of the Port Authority through port-related laws. In order to quickly respond to changes in the environment of the port industry and to preoccupy an advantageous position in competition with global ports, it is of utmost importance to improve the efficiency of port development and management and operation. In order to do so, it is necessary to respect the autonomy of the Port Authority as much as possible and to enhance its role and status. This paper proposes an amendment to the Port Authority Act for that.
