일회용 마스크 제도 개선을 위한 법정책 소고 - 의약외품 허가 범위의 확대 방안을 중심으로 -

Due to the COVID-19 pandemic, the use of health mask is obliged or recommended. In the whole world, most countries oblige wearing a mask. This thesis explained the health mask(KF-certified mask) made in the “special atmospheric environment” of Korea such as yellow dust and fine dust. Even though the use of health mask is expanded in the perspective of infectious disease prevention, the proper method of using a mask would be needed. Recommending to wear an excessively high-level of KF(Korea Filter) mask would not be suitable in the aspect of respiratory health and effectiveness of wearing a mask. Considering the classes with difficulties in breathing such as infant, the elderly/infirm, and adolescent, it would be necessary to establish the mask standard suitable for health status. First, this study raised the severity of environmental pollution and health issue caused by the use of disposable mask, and also discussed things like the mask standard in the aspect of expecting the popular utilization of new masks in market. And this study aimed to suggest the policy measures, so the people could use the masks suitable for their taste like health status or living environment after the government properly presents the standard of mask use guidelines. Besides the standard under the premise of non-woven fabric and MB filter, the new mask standard would be urgently needed. For the development of masks made of materials harmless to human body such as contact lens or permanently-inserted silicon, the institutional improvement should be carried out. As the quasi-drugs are lightly acting on human body, this study suggested the prospective review to the authorities like the Ministry of Food and Drug Safety. Lastly, in the perspective of national health, industrial innovation, and consumer welfare, this study urge the relevant authorities’ active response.
