휘발성유기화합물 관련 조항 고찰 및 개선

VOCs containing a number of specific harmful substances classified as carcinogens and ozone precursors affecting climate change require strict management. For the efficient management of VOCs, the Clean Air Conservation Act stipulates discharge and facilities of VOCs. The articles relating to VOCs specified in the Air Conservation Act have been constantly revised and the current articles have been implemented on 14 July 2021 and a new amendment will be implemented on 14 October 2021. Accordingly, the relevant articles currently in place for thorough management of VOCs and newly implemented amendments were reviewed and improvements not included in the newly implemented amendments were presented. First of all, treatment of VOCS captured or recovered by emission control facilities. Second, the management and treatment of nonindicated or false indications of VOC paint. Third, it was proposed that the articles on VOCs in multi-family housing and public facilities should be included as reporting targets because they are located in urban and surrounding aress and are tno subject to reporting of VOC emissions. Fourthly, it was suggested that gas stations should be included in the reporting list because they are located in many urban and surrounding areas of the country and are not subject to reporting obligations other than emission facilities. Lastly, the measurement of VOCs should be defined to prevent blind spots in the measurement and management of VOCs, as the measurement of VOCs is not legally defined.
