경찰 신뢰 영향요인에 관한 메타분석 연구

현대 행정에서 권력의 주체인 국민의 신뢰는 매우 중요한 요소이며, 공권력을 대표하는 기관인 경찰의 경우 그 중요성이 더욱 절실하다. 관련하여 학계에서 경찰 신뢰에 관한 다양한 연구를 실시해 온 결과, 우리나라 경찰의 신뢰에 영향을 미치는 다양한 요인들이 발견되었으나, 개별적 접근 외에 경찰 신뢰에 관한 종합적이고 체계적인 분석은 미흡하였다. 이에 본 연구에서는 메타분석을 활용하여 국내의 경찰 신뢰에 관한 연구들 체계적으로 정리하는 한편, 통계적 재분석을 통해 유의미한 시사점을 도출하고자 하였다. 구체적인 메타분석 방법은 사회과학 분야의 메타분석 에서 자주 활용되는 상관계수(r)를 활용한 평균효과크기 추정 방법을 사용하였다. 분석대상 연구는 국내 경찰 신뢰에 대한 양적 연구 41편으로, PRISMA 방법에 따라 체계적으로 검색, 선정하였다. 먼저 기존 연구의 변수들을 정리한 뒤 이론적 배경과 성격들을 고려하여 변수들을 인구통계학적 요인, 도구적 시각 요인, 표현적 시각 요인, 개인 가치관 요인, 경찰 공정성 요인, 경찰관의 태도 요인으로 범주화하여 각 범주의 평균효과크기를 산출하였다. 이어 각 범주별 세부 변수들에 대한 평균효과크기를 추정하고, 각 연구의 출간연도 및 경찰 신뢰 측정 방식(단일 문항 / 복합 문항)을 조절변수로 하여 메타회귀분석을 실시하였다. 주요 연구결과는 다음과 같다. 영향요인의 범주 중 우리나라 경찰 신뢰에 가장 큰 효과크기를 나타낸 것은 경찰 공정성 요인이었으며, 개인 가치관 요인, 인구통계학적 요인의 효과크기는 매우 미미한 것으로 분석되었다. 세부 변수 중에서는 경찰 효과성 인식과 경찰 공정성, 친절성과 청렴성의 효과크기가 크게 나타났다. 이러한 연구결과는 경찰 신뢰 제고를 위한 정책수립 시 시민 개개인의 특성을 고려한 정책보다는 경찰 효과성과 공정성에 대한 전반적 인식을 제고하고, 일선에서 시민과 접하는 경찰관들의 태도를 개선하는데 우선 순위를 두어야 한다는 것을 시사한다.
Abstract
Public trust in the police is a very important foundation of the police. Domestic prior studies have found many factors that affect public trust in the Korean police. In this study, a meta-analysis was conducted on that factors. For the research goals, prior studies were reviewed systematically and meaningful implications were founded through a meta-analysis. The correlation coefficient (r) was used as the effect size for meta-analysis. The studies used in meta-analysis are 41 quantitative studies on trust in the Korean police. And. these papers were selected by the PRISMA procedure. The 33 variables extracted in the previous study were classified into six categories: ①demographic ②instrumental perspective ③expressive perspective ④personal values ⑤police fairness ⑥police officers attitude factors. The effect size by category and variable was calculated. The meta-regression was conducted using year of publication and measuring method on trust in the police(single item / complex item) as a moderators. The evidence shows that: First, the category that has the biggest effect size on trust in the police is police fairness factors. On the other hand, the personal value factors and demographic factors has a tiny effect size on trust in the police. Among the variables, police effectiveness awareness, police fairness, kindness and integrity of police officers have high effect size on trust in the police. These findings suggest that increasing the overall awareness of police effectiveness and fairness rather than public relations policies that take into account the characteristics of individual citizens helps to enhance people’s trust. It is also important to improve the attitude of police officers in contact with citizens on the front line.
