노인학대행위자에 대한 서비스의 효율성 제고방안

In the face of the elderly society, the elderly issue has become an important issue in our society, but despite the seriousness of the elderly abuse, the prevention of elder abuse and the protection of the abused elder were insufficient. Under these circumstances, the amendment to the Welfare of Senior Citizens Act on December 29, 2020 forced the provision of services by the elder protection agency to the elder abuser and strengthened follow-up management of the abused elder. In particular, in the case of elder abuse in the home, the punishment of abusers makes it difficult to solve the elder abuse problems and may result in contrary protection of the abused elder. Therefore, it is highly desirable to strengthen the services of abusers with measures to prevent recurrence of abuse. However, due to the lack of follow-up measures to strengthen services for abusers in the process of revising the Welfare of Senior Citizens Act, it is difficult to expect a big change from a practical perspective at the practice site of abuse. Therefore, after reviewing the grounds, details and conditions of the current Act on the services, which is currently provided by the elder protection agency, this paper suggested the following measures to increase the efficiency of the service for the abuser: (ⅰ) Specific to the Abuser Concept, (ⅱ) Expansion of service providers by elder protection agency, (ⅲ) Reinforcement of professionalism of the Regional Case Judgment Committee, (ⅳ) Preparation of the evaluation criteria and evaluation table for the judgment of abuse, (ⅴ) Activation and diversification of services for abusers, (ⅵ) Establishment of a system for connection and cooperation between the elder protection agency and other institutions, (ⅶ) Extension of the elder protection agency and training of experts etc.
