양안 협력경험을 통한 남북한 농업분야 협력방안 연구 -대만농민창업단지를 중심으로-

This study analyzes the background and success factors of agricultural cooperation between China and Taiwan. Based on the results, implications for inter-Korean cooperation in agricultural sector were found. Looking at the background of cross-strait agricultural cooperation, Taiwan wanted to enter into the Chinese market to expand its business boundaries while having a comparative advantage in the agricultural sector. On the other hand, China attempted to upgrade their agricultural systems by attracting Taiwanese capital to invest in the agricultural sector and introducing advanced agricultural technologies. The reason why the cross-strait agricultural cooperation was able to achieve the desired results is the unification of cooperation channels, the conclusion of the ECFA covering trade and investment, the promotion of friendly policies of the central government, the active participation of local governments, the connection with the promotion of internal and external policies and the spread of achievements through the establishment of industrial complex such as business incubator parks for Taiwanese farmers. In particular, the parks give many implications for the establishment of ‘inter-Korean agricultural complex’, which can be expected to serve as a forward base for cooperation in agriculture between the two Koreas. On the basis of this complex, South and North Korea can establish ‘complementary agricultural system’, intensively promote various agricultural and rural development projects, agricultural infrastructure construction projects, and agricultural technology information exchanges program. And it can be used as and incubator for North Korea’s agricultural development and a channel for agricultural exchange and cooperation between the two Koreas.
