중소기업중심 경제구조란 무엇인가: '바른시장경제'구축을 중심으로

초록
우리 경제는 지난 50년간 압축 성장을 통해 급속하게 성장 하는 과정에서 수출 대기업 중심의 정책이 추진되어 왔다. 그 결과 짧은 기간에 경제가 성장하는 성과도 있었으나 대기업에 과도한 금융과 인력자원이 집중되면서 불공정 행위와 무분별 한 사업 확장 등으로 인해 중소기업과 소상공인은 성장의 기 회를 잃어버리고 경영환경은 악화되고 있는 실정이다. 이러한 대기업 중심의 경제정책으로 인해 균형 잃은 한국경 제, 저성장과 활력을 잃어가는 우리 산업현장을 바꾸어 가야 한다. 이를 위해서는 성장이 고용으로 이어지고 임금 양극화가 완화되며 합리적인 자원배분을 통해 균형적인 성장이 지속될 수 있는 경제구조로의 전환이 필요하다. 이러한 경제구조의 모습을 ‘중소기업중심 경제구조’ 또는 ‘바 른시장경제’라고 정의하고 금융과 인력자원의 합리적인 배분, 공 정성 회복, ‘바른시장경제’ 거버넌스 구축 등 구체적인 추진방안 을 통해 기업의 성장이 고용창출과 소득증대로 이어지며 성장과 분배가 조화를 이루는 지속가능한 경제구조의 모습을 제시한다. 금번 연구를 통해 대기업 중심 경제전략은 한계에 직면했음 을 확인하고 우리 경제의 지속가능한 균형성장을 위해 중소기 업 친화적 경제정책으로의 전환을 제안한다.
Abstract
First, The transition toward the economic structure of the center of small and medium companies is the national project which it cannot delay any more. The change of the growth strategy of the center of SME is to be necessary for the current our situation in which the trickle-down effect is not big. Second, In pursuing SME-centered economic structure, the core element have to present the clear incentive to the worker and entrepreneur. The vision which the worker can get the higher wage and the entrepreneur can obtain the higher business revenue suggests the primary goal so that they can join the national project actively. Third, In order to achieve SME-centered economic structure, it is specially needed the change of perception to SME of the president. At the same time, Small and Medium Business Administration have to be expanded and reorganized into SMBD.
