The purpose of this paper was to evaluate the Lee Myung-bak government's and Park Geun-hye government's SME policy in the perspective of business ecosystem. Lee Myung-bak government's SME policy focused on deregulation and trickle-down effect, whereas Park Geun-hye government's SME policy emphasized business start-ups and trickle-up effect. With regard to the SME policy outcomes in terms of business ecosystem process, they achieved good results such as quantitative increase of start-ups, innovative SMEs and re-startups, whereas they demonstrated problems such as overabundance of small-scale enterprises due to low startup survival rate and growth stagnation and increase of marginal businesses due to structural adjustment delay. With regard to the SME policy outcomes in terms of business ecosystem network, they showed problems such as a gap between education and industrial manpower demand because of weak industry-university- institute collaboration, lack of research institutes' high tech commercialization and start-ups, funding structure focusing on collaterals and loans, domestic big business-dependent market system, unfair trade system replacing trickle-down effect with straw effect, poor collaboration among SMEs. In order to take the lead in growth and job creation, SMEs need not to improve individual problems of business ecosystem but to systematically innovate its interrelated problems.
