창업의 경기순응적 특성에 과한 소고
A Study on Cyclical Patterns of Business Entry

본 논고는 창업의 경기순응적 특성을 분석하기 위해 ’10년 1/4 분기부터 ’16년 3/4분기까지의 분기별 패널자료를 바탕으로 패널 고정효과 모형을 적용하였다. 창업의 경기순응적 특성 분석 결과 를 정리하면 다음의 세 가지로 요약할 수 있다. 첫째, 창업은 경 기순응적이다. 업종의 경기가 호황일수록 창업 비중이 높으며 GDP 성장률이 1%p 증가할 때 창업 비중은 0.04% 증가하는 것 으로 나타났다. 둘째, 창업의 경기 순응적 특성은 업종별로 상이 하게 나타난다. 제조업의 경우 전체 결과와 유사하게 경기순응적 특성을 보였으나, 서비스업은 유의미한 관계를 확인할 수 없었다. 셋째, 기업 규모 및 업력에 따라 경기에 대한 반응이 차별적이다. 기업 규모가 작은 업종일수록 창업의 경기순응성이 강한 것으로 나타났다. 기업 업력은 업종별로 차이가 나타났으며 제조업은 업 력이 짧을수록 경기순응적인 반면, 서비스업은 업력이 길수록 동 일한 결과를 얻었다. 이상과 같은 분석결과에 비추어 볼 때, 창업지원의 효과성 을 극대화하기 위해서는 창업의 경기 순응적 특성을 감안한 현실적인 정책대응 수단의 강구가 필요하며, 업종의 규모와 업 력 등 이질적 특성을 고려한 차별화된 정책이 필요한 것으로 사료된다.
Abstract
This paper analyses the procyclicality of business entry using a sample of quarterly data during 2010-2016. To this end, we adopt a panel fixed effect model, and the results would be summarized as follows: (1) Business entry is procyclical. When the GDP growth rate goes up 1% point, the proportion of business entry increases by 0.04%. (2) The cyclical pattern of business entry varies by industry. In the manufacturing industry, similar to the overall results, business entry is affected significantly by business cycle, but not in the service industry. (3) The procyclicality of business entry also varies with average firm size, and age in an industry. The procyclicality is stronger for industries with lower average firm size. Regarding to firm age, in the manufacturing industry, the younger the firm age, the stronger procyclicality, and vice versa in the service industry. Based on the results, it is necessary to take into account cyclical patterns of business entry, and to develop business support policies considering the heterogeneity of firm size, and age in order to maximize the their efficiency and effectiveness.
