"본 논문은 로렌츠곡선과 지니계수를 이용하여 중소기업 금 융지원 사업의 투입을 분석하였다. 주요 결과는 다음과 같다. 첫째, 창업(start-up)과 성장(scale-up)을 중심으로 중소기업진흥공단의 융자사업과 신용보증기금의 보증사업 각각의 투입을 분석한 결과, 창업 지원은 두 사업 모 두 대체로 불평등도가 심화되는 방향으로 지원이 제공되었다. 중소기업진흥공단의 융자사업 및 신용보증기금의 보증사업 각 각 ﾠ2009년 및 그 이후 지니계수가 크게 상승하였다. 둘째, 성 장 지원의 경우 반대로 불평등성이 완화되는 경향을 나타내었 다. 중소기업진흥공단은 2013년 이후, 신용보증기금은 2007년 부터 최근까지 지니계수가 하락하는 추세를 유지하였다. 이 같은 결과는 창업 기업 위주의 중소기업 금융지원은 활 발히 전개된 반면, 매출액성장률이 우량한 기업 중심의 지원은 점차 억제되어 왔음을 시사한다. 즉 지원 기업의 선별에서 업 력은 중요한 요인으로 작용한 반면, 지원 당시의 재무적 성과 는 중요성이 상대적으로 감소하였다고 결론 내릴 수 있다.ﾠ"
Abstract
"This study analyzes the input of SME financial support programs by using Lorenz curve and Gini’s coefficient. Main findings are as follows; the loan program and the guarantee program generally increased inequality in terms of start-up support. Focusing on start-up and scale-up, examining the input of loan program by Small & medium Business Corporation (SBC) and the input of guarantee program by Korea Credit Guarantee Fund (KODIT) shows Gini’s coefficient has greatly increased in 2009 and thereafter for start-up assistance. On the contrary, inequality has decreased in terms of scale-up support. Gini’s coefficient of SBC has decreased since 2013, and that of KODIT has decreased from 2007 until recently. The results imply that support for start-ups has been actively expanded out whereas support for merely financially sound companies has been curbed. That means firm age has been considered as an important factor in screening companies for financial assistance while the importance of financial performance as screening factor for support has relatively decreased."
