우리나라 중소기업의 R&D 성과부진원인과 대책 연구

R&D SMEs in Korea have been reduced in size over the past decade (2004-2013) in terms of number of employees, sales volume, and number of researchers; and concentrated on IT-related manufacturing industries such as information, environment and biotechnology. They have focused on development research rather than basic and applied research. The performance of government R&D support for SMEs is oriented toward short-term goals such as patent application. Despite the high proportion of development research, commercialization results are not significant. R&D investment is stagnant at a low level, and more than 90% of the internal R&D expenditure ratio is the overhead ratio. Only 16.8% of SME R&D is introduction technology rather than growth and maturity technology. It is necessary to reevaluate the effectiveness of government-support R&D about whether the government has successfully screened promising SMEs, as 12.3% of the treatment are dismissed, and 28.8% of them are credit rating C+ or below, or non-accredited companies. R&D support for SMEs should promote mid-to-long-term technological achievements by improving the possibility of commercialization while avoiding development research aiming at short-term impractical performance. To commercialize basic and applied research achievements of universities and research institutes, it is necessary to actively encourage industry- academic-research cooperation from the research planning stage.
