소득주도성장 전략과 중소기업 인력지원정책과의 조화

초록
"현 정부는 소득주도성장 경제시스템으로 전환하는 과정에서 근로자의 소득증진에 정책의 초점을 두고 있다. 이를 위해 최 저임금 상승 (16.4%), 비정규직의 정규직 전환 및 근로시간 단 축 등 고용정책을 적극적으로 추진하고 있다. 이런 소득주도성 장 전략이 중소기업 인력지원정책과 상당부분 상충적으로 작용 하는 문제가 있다. 본 논문에서는 소득주도성장 전략과 중소기 업의 인력지원정책 간에 상충적인 영향에 대하여 살펴본 후에 정책적인 시사점을 제시하였다. 주요한 결과는 다음과 같다. 첫째, 소득주도성장과 인력지원정책 간에 상당한 부분에서 상충적인 영향을 끼치고 있으므로 보완조치가 필요하다. 둘째, 중소기업 인력지원정책이 소득주도성장 정책의 영향을 받는 구도 하에서는 소득주도성장 정책이 성공해야 중소기업 인력 지원정책도 긍정적인 효과가 지속적으로 나타날 수 있다. 셋 째, 성공적인 소득주도성장을 이루기 위해서는 노동시장 유연 성 확보 및 사회안전망 강화가 병행되어야 한다. 특히, 노사정 위원회의 혁신을 통해 우리나라 실정에 맞는 사회적 대타협이 이뤄져야 한다. 넷째, 혁신적인 규제개혁이 뒤따라야 신성장산 업에서 고용창출이 일어나 인력지원정책의 효과가 지속적으로 일어날 것이다. "
Abstract
"The income-led growth policy has been recently employed by Moon’s government to promote the stagnant economic growth and to create more jobs in Korea. The Korean government has rigorously mobilized the three employment packages as follows. They are a sharp increase(16.4%) in minimum wage, transformation of temporary jobs into permanent and shortening work hours. However, these three employment packages could bring about offsetting the effect of SME’s employment-subsidy policy. There is a conflictive relation between the income-led growth and SME’s employment support policy. An alternative solution to the conflictive problem is discussed as follows. First, some complementary measures are needed between the income-led growth and SME’s employment support policy. Second, labor market flexibility and job security are to be balanced in order to successfully attain the income-led policy. Third, the great social agreement (of labor, management, and government) is urgently needed through the Economic and Social Development Commission (formerly named ""Korea Tripartite Commission). Finally, deregulation should be fully implemented, which will provide lot of jobs."
