Cultural Elements of Cybersecurity Legislation in Algeria through Harmonization of French Legal Frame and Islamic code

Cyberspace is often an alias for the actual space, not the fictional world. Cyber security issues as an emerging security nation have become important goals for national development or survival in the 21st century. Ensuring the security of cyberspace from various unjustified infringements has been presented as the most critical policy goal in national security beyond the interests of individuals and businesses, and it shows this well. There is an essential issue of Algerian cyber security's three elements: religion, national identity, and security. Especially Islamic culture, security evaluation, and conflict with France in history, It is necessary to study the difference in French law and the degree of reflection of Islamic Culture in this way, and we can understand the substance. Based on this recognition, this study analyzed the laws and regulations related to the cyberculture of Algeria and Islamic nations and observed why they made cyber security issues. This paper discusses the Algerian Cyber Security Law No. 1, the global legal evaluation, and the differences from the French legal system in the order of comprehensive assessment, such as the degree of Islamic factors. Algeria's cyber security-related legislation has many implications for complementing the vulnerabilities of cyber security in advanced IT powerhouses.
