생태계서비스지불제도의 새로운 방향성 모색을 위한 공법적 고찰

Today's environmental problems cannot be solved only by the act of suppressing pollution. To solve the environmental problems that humanity is currently facing, it is vital to emphasize active conservation actions that go beyond the socially acceptable standards of action. Payments for ecosystem services (PES) are a system encouraging active environmental conservation action by paying for the relevant supply of ecosystem services. In Korea, there is equipped with diverse systems facilitating payments for ecosystem services, including the PES Contract. Nonetheless, most of such systems have been adopted and implemented without considering the roles of the state in the systems. The PES cannot realize its original usefulness if PES which is form of support is established as it is now. To firmly establish the PES as an effective means of environmental conservation, it is necessary to create a structure in which the state and private sectors can fulfill their roles by clarifying the roles and responsibilities of the state. It should be viewed anew in terms of the carrying out national mission by private sectors to define the roles and responsibilities of the state. A new approach to the PES suggests a direction for improvement. And this allows the PES to be established as an effective means of preserving the environment.
