공공기관 사회적 책임 이행수준의 격차 원인 탐색

본 연구는 위탁집행형 준정부기관 중 강소형 기관들을 대상으로 공공기관의 사회적 책임 활동 이행 실태를 조사하여 기관별로 격차가 발생하는 원인을 탐색하는데 목적이 있다. 사회적 가치에 대한 이론적 논의와 공 공기관 경영평가편람을 토대로 공공기관의 사회적 책임 이행활동을 일자리 창출, 균등기회 보장, 안전관리･ 환경보호, 상생협력･지역발전, 윤리･인권경영의 5개 영역으로 구분하였다. 43개 강소형 준정부기관들에 대한 2018년도와 2019년도 경영실적평가를 통해 확인된 5개 영역의 사회적 책임 이행 실적을 조사함으로써 기관들 간 이행 수준의 격차를 확인하였다. 또한 전문가 및 공공기관 임직원들을 대상으로 한 구조화 설문을 통해 공공기관의 사회적 책임 활동의 격차 원인을 기관의 경영시스템과 관련된 추진의지 및 인식제고, 전략 및 추진체계, 성과관리, 의사소통, 내재화 정도를 중심으로 분석하였다. 이를 통해 사회적 책임 이행 성과가 높은 기관들은 관련 전략체계와 이행관리체계를 고도화하는 등 지속가능경영 기반을 구축하고 있고 이에 대 한 임직원들의 내재화 수준이 높다는 점을 확인하였다. 분석 결과는 향후 공공기관들이 사회적 책임 이행활 동을 강화하기 위한 전략 수립에 있어 중요한 함의를 제시해 줄 수 있다.
Abstract
This study aims to explore the causes of gaps in social responsibility (SR) level between public agencies, particularly small-but-mighty (SBM) agencies. Drawing on both theories of social values and the government’s manual of performance assessment, it classifies public corporate social responsibility into five dimensions: employment improvement, enhancement of equal opportunity, safety and environment protection, regional development by shared growth, and ethical and human rights-based management. The government’s assessment results of 43 SBM agencies for 2018 and 2019 corporate performance clearly show gaps in SR level between public agencies. With structured questionnaire responses from academicians and practitioners, this article investigates the causes of the gaps in terms of five elements of low-tiered corporate governance structure, i,e. leaders’ willingness and organizational cognition, strategies and systems, performance management, communication system, and embeddedness of SR. The survey results reveal that higher SR strategies and execution systems, and deeper embeddedness of managers and staffs on SR make agencies take more and better actions to increase public corporate social responsibility. This may give crucial lessons to public agencies in planning and executing strategies and programs for enhancing sustainable management.
