플랫폼 분배관의 탐색을 통한 사회서비스 영역 적용상의 가치 충돌 문제와 정책적 함의 고찰

This study contemplated the problem of value conflicts and its policy implication(i.e., convergence to liberal welfare system) of platform strategies applying to social service sectors, through the exploration of the redistribution view inherent in platform. For the investigation of value conflicts between platform strategies and social service sectors, it explored welfare ideology and its redistribution view inherent in the core values of platform strategies(i.e., shared-value, gross amount of value, and value exchange) on the ground of interpretative approach through literature review. Consequently, it found practical inconsistencies such as one-sided network, differential-services, separated-distribution policy, and limited-choices. The study proceeded the case study of the Integrated-Care Service for the investigation whether the Korean welfare system has been converged to the liberal welfare system. It is investigated that the service has been in the processes of building the basic-infra that would provide the cooperative network mediating platform participants and the integrated provision of the service. Furthermore, the procedural standardization which is the feature of liberal system. However, it is concerned that the segmentation and dependent relation in financial management system would damage the relationship among participants due to conflicts of interest.
