행정조직 관점에서 본 한국 과학기술 제도 변화와 시사점에 대한 소고

The administrative system in Korea's science and technology sector has undergone a continuous reorganization process since the 1960s. This paper explores how policy ideas implemented by combining contextual factors with actors, namely changes in the system, changed the way the government supports and manages the science and technology sector. As a result, executive functions or the ministry in charge of science and technology have been gradually expanded and diversified while maintaining the organization at the ministry level. Although the participation of the private sector in R&D has increased rapidly since the 1980s and government-funded research institutes have undergone several structural reform attempts, the management system of government for the institutes has been strengthened. As agencies to assist ministries carrying out R&D projects expanded continuously, the entire administrative structure became bloated. Furthermore, private experts' participation is still limited. This study undertook the structure of the current administrative organization that was persistent and fixed to respond to environmental changes and suggested a direction to respond to it.
