영국의 코로나-19 대유행 대응 과정에 나타난 과학 자문 체계의 역할과 한계

This paper examines the role of scientific the role of scientific advice in the UK's response to the COVID-19 pandemic. The UK has established a sophisticated system for the scientific advisory system in policymaking. In particular, in emergencies, the government can embrace scientific advice from a specially convened advisory committee. However, during this COVID-19 pandemic, such a scientific advisory system did not properly function, and as a result, the spread of infectious diseases couldn't be appropriately contained. One of the reasons for that situation was the government's 'follow the science' strategy. Under the pretext of following science, the government has blurred the lines between policymaking and scientific advice, leaving the responsibility for policymaking on the burden of scientists. The Lack of transparency in science advice and policymaking made objective verification Impossible, resulting in lack of public trust in government policies. Furthermore, allegations have been raised regarding the fact that policy makers tried to control scientific advice behind the scenes. The British parliament and experts claim that the British scientific advisory system needs to separate scientific advisory and policymaking processes, clarify accountability and secure diversity and independence of the scientific advisory system. These values can be achieved only when transparency can be secured in scientific advice and government policymaking besides the interaction between the two. Finally, this paper presents what lessons and challenging tasks the failure of the UK offer for Korea.
