초록
지속가능발전과 SDGs에 대한 관심이 높아지고 있다. 실제 최근 들어 정부뿐만 아니라 기업과 사회의 많은 분야에서 SDGs의 중요성에 공감하여 다양한 실천을 전개하고 있다. 이는 기후변화, 생물종다양성 감소, 해양쓰레기 증가 등 인류를 위협하는 갖가지 문제들을 더 이상 방치할 수 없는 상황이 가까워졌음을 의미한다. 이렇게 지속가능발전의 기본 방향에 대해서 공감대가 형성되고 있지만, 구체적인 실천 방향, 실천 내용, 성취 방법 등에 대해서는 이견이 적지 않은 것은 과제이다. 이러한 과제를 해결하기 위한 실마리를 찾기 위한 방안으로 본고에서는 지속가능발전의 역사적 전개과정을 변증법적 단계로 고찰해보고자 한다. 특히 아직 그 기원과 의미가 명확하지 않은 지속가능발전의 주요 구성 요소이자, 트리플 버틈라인(TBL)으로도 알려진 환경, 경제, 사회 지속가능발전에서 환경, 경제, 사회는 각각 ‘~측면’, ‘~요소’, ‘세 축’(three pillars) 등 다양한 형태로 사용되고 있지만 본고에서는 이들을 아우르는 의미로 ‘환경’, ‘경제’, ‘사회’를 사용하고자 하며, 때로는 ‘3요소’나 ‘세 축’으로 표기하고자 한다. 의 기원과 의미를 추적해보고자 한다. 지속가능발전은 일정한 전개과정을 거쳐 논의돼 왔으며, 이를 변증법적으로 해석해봄으로써 전개 과정의 특징과 그 결과가 의미하는 바를 포석해볼 수 있을 것이다. 이는 지속가능발전과 SDGs의 출발점과 전개과정에 대한 사실적인 이해를 도울 수 있으며 앞으로의 흐름을 가늠하기 위한 시사점이 될 수 있다.
Abstract
The purpose of this study is to argue that the concept of sustainable development and SDGs has been evolving through dialectical process. SDGs has became an important concept these days especially because of increasing degree of environmental degradation, and the various stakeholders that face to challenges related to SDGs. The ambiguous concept of SD and SDGs, however, frustrate practical practice. As a way to shed some light on these challenges, this paper argues that the historical process of sustainable development be analyzed by way of a dialectical method. In particular, this paper attempts to trace the origins and meanings of the environment, economy, and society, which are major components of sustainable development, whose origins and meanings are not yet clear. This can provide a realistic understanding of the starting point and development process of sustainable development and SDGs, and can be a suggestion for future development.
