혁신도시와 창업 간의 관계: 창업기업의 업종과 기술 특성을 고려한 계량적 분석

To achieve balanced national development, Korean governments constructed Innovation Cities among non-capital regions, and relocated public institutions to the cities. In so doing, the governments attempted to increase regional innovative capacity of the cities, and expected that the cities would increase the number of start-ups resulting from the cooperative activities among innovative agents such as public research institutes, universities, and nascent entrepreneurs. The current study examined the relationship between the construction of Innovation Cities and regional start-ups. Using panel data of 11 Innovation Cities over the period 2013-2019, we revealed that the effects of relocation of public institutions to the Innovation Cities were dependent upon the characteristics of start-ups as well as the cities. It turned out that the positive effects of Innovation Cities on general new firms was significant in non-manufacturing sectors in non-metropolitan areas. We also found that the Innovation Cities were positively associated with venture formation in both manufacturing and non-manufacturing sectors, and the positive relationship between new ventures in manufacturing sector and Innovation Cities was more significant in non-metropolitan areas than metropolitan areas. Based on the results, we suggested various policy suggestions to increase new firm formations in the Innovation Cities.
