This paper defines local creators as a founder who develops the region bycreating regional values based on local culture. This paper provides anoverview of the German decentralization system and economic system,explores the start-up support measures to make suggestions for nurturingKorean local culture centered on local creators. German small and medium-sized enterprises, which are evenly distributedthroughout the country, play an important role in forming regional identityand developing regional culture together with regional cultural institutions. Based on the economic policy of the social market economy, according tothe principle of supplementation, the German government fosters small andmedium-sized enterprises, which are responsible for vocational educationand job creation in the region and develop the regional economy. Tocontinuously grow the region through start-ups using cutting-edge technologiesof universities and research institutes, local small and medium-sizedenterprises and universities cooperate to support start-ups in various ways. Most of the start-up companies are targeting the global market from thebeginning of their establishment, and the German government also supportsfounders from abroad. In addition, according to the principle of solidarity,the German government supports not only the socially marginalized but also entrepreneurs in the field of culture and art. With a network of educationaland research institutions, businesses, public and private institutions, thefederal government, and local governments connected, founders can receivecontinued support from the beginning of their business from a long-termperspective. Therefore, the failure rate is low, and even if it fails, there arevarious remedies. In Germany, universities and small and medium-sized enterprises play acentral role in the startup system, educating entrepreneurship and researchingcore technologies that are the foundation of startups. To enhance theentrepreneurship and start-up mindset of young people, it is necessary toexpand and substantiate systematic start-up education in cooperation withuniversities and corporations. We should be supporting the growth ofstart-ups together with start-up support, and create a system that supportsfailed companies like Germany. It is necessary to establish a databasecontaining comprehensive information ranging from startup success andfailure cases to the introduction of domestic and foreign startup trends, aswell as a network where experts in related fields, such as founders,experienced people, and researchers, participate together to providecounseling and advice for founders. If local creators in various fields can grow by establishing such asubstantial start-up infrastructure, they can become an important pivot tolead the development of local culture.
