A method to improve the address system of the real estate register under the advanced address system prescribed in the Road Name Address Act

With regard to the address, the Civil Act plays the role of a basic law that prescribes matters concerning addresses in private laws. For public laws, the Resident Registration Act provides a legal basis in terms of matters related to addresses. The address system was regulated by the Road Name Address Act. In the meantime, the government has been continuing the sophistication of the address system through which addresses can be assigned to things and spaces. It also revised the Road Name Address Act at full scale to lay legal grounds for the advanced address system. Regarding the sophistication of address systems, the government has devised such policy initiatives as the expansion of road categories to which road names are to be assigned, expansion of detailed addresses assigned to the leasehold buildings, and assignment of the address of the things to various facilities. In addition to the new initiatives, the government is also seeking to enhance the quality of the address system by building sophisticated address information infrastructure and innovating address-based daily and administrative services. With the advanced address system going into effect, it is necessary to find measures to improve the address system of the real estate register. Given the current legal system of address, it seems appropriate to apply the advanced address system to cases where legal rights are one of the rights that can be entered in the real estate register and where the place is the base and center of living of each involved party as prescribed by Article 18 (1) of the Civil Act.
