Q방법론을 활용한 규제 샌드박스 제도의 갈등구조 분석

In order to establish an innovative policy such as a regulatory sandbox, an institutional device that can compensate for uncertainty in the initial introduction process is needed. This study suggested institutional supplements to improve effectiveness by analyzing the micro-conflict structure between stakeholders in the regulatory sandbox using the Q methodology. The analysis results are as follows. First, it was confirmed that the short-term performance of establishing the regulatory sandbox was focused on the government-led system operation and visible ripple effects such as regular operation or corporate promotion. In the long term, the regulatory sandbox requires policy support in consideration of the secondary effects that companies can obtain. Lastly, the regulatory sandbox needs demand-oriented institutional supplementation, such as opening a citizen-participating, in order to maintain procedural rationality in the process of implementing the system. In the future, it should be used to reduce the uncertainty that arises in the process of introducing an innovative policy through the analysis of differences in perception between stakeholders and to identify the policy demand for improvement in terms of regulatory management.
