지방자치제도의 발전 과정에 있어 복지분권의 향후 과제: 전면 개정된 지방자치법 분석을 통한 지역사회복지 개입 전략

It can be interpreted that the recently completely revised Local Autonomy Act has left many meanings in the important national direction of welfare decentralization. Under the premise that these local autonomy laws guarantee the direction of welfare policies of the state and local governments, this study suggests the future direction of welfare decentralization in Korea based on the analysis of the laws. The study was conducted through the content analysis method, and the results of the study are as follows. The revised Local Autonomy Act can be evaluated as a step forward in terms of strengthening the principle of resident autonomy and strengthening the legislative power and independence of local governments. Welfare decentralization has always been mentioned formally in the existing decentralization policies, but it is true that there was no actual distribution of functions. However, this revision of the law is very encouraging in that it can reaffirm the basic principles of welfare decentralization and remind us of the points we need to supplement for the actual establishment of welfare decentralization in the future.
