코로나19 대응 관련 국제보건규칙의 국제법적 한계와 발전방안 연구

Due to the global pandemic of Coronavirus Infections-19 (COVID-19) the international community is reviewing and evaluating the function of the International Health Regulation (IHR) 2005. The purpose of this study is to derive international legal limitations of international health rules related to the COVID-19 response and propose future measures. More specifically, first, we confirm the response and function of the IHR(2005) regarding the control of infectious diseases and the COVID-19. Second, based on the evaluation results of the International Health Regulation Review Committee's evaluation of the COVID-19 management function of the IHR(2005), discussions on revising international health rules are organized. Third, it identifies the international legal nature of IHR and draws limitations as quasi-international law. Fourth, it proposes the need to conclude treaties of international health rules to prepare for new infectious diseases and the contents of the Convention. Such analysis is significant in that it can help set future directions for international health law at home and abroad. This study is expected to be an important source in laying the groundwork for international health policy, including agreements on responding to public health crises.
