옹호연합모형에 의한 우리나라 최저임금 수준의 급격한 변화 요인에 관한 연구: 문재인 정부를 중심으로

This study examined what leads to the rapid changes in the minimum wage level in Korea using Advocacy Coalition Framework. To this end, it focused on the group dynamics presented by the Minimum Wage Council. Also analysis on the influence of external events affecting this was conducted. As the cohesiveness of the employers’ group grew stronger, the cohesiveness of workers became relatively weak, so the role of public interest members became important. In the process, the preference of public interest members was changed according to the change in the government's position, resulting in a abrupt change in the determination of the minimum wage in the Moon Jae-in government. This is an unexpected result of the sharp rises in 2017 and 2018, showing a phenomenon in which a balance was achieved. Through this study, it was revealed that the process of determining the minimum wage was a dynamic arena of group dynamics where competition between employers and employees appeared based on collective interests, and the public interest members reflecting the government's preferences also interacts. This process was affected by external events. As a result, it is evident that the decision making of minimum wage level is made according to the advocacy coalition framework.
