일본의 디지털 전환에 따른 사회갈등 현황과 대응방안에 대한 소고

The world is facing an unprecedented crisis as human and material exchanges are excessively reduced due to the novel coronavirus infection (hereinafter referred to as “corona 19”) pandemic. In addition, the ‘distancing’ implemented due to COVID-19 is causing a fundamental change in our way of life. Accordingly, experts in each field predict that non-face-to-face and digital transformation will accelerate due to structural changes in the economic and social fields. Microsoft CEO Satya Nadella said at a press conference after the release of the first quarter of 2020, “The equivalent of two years of digital transformation has occurred in just two months.” In addition, the World Economic Forum pointed out that “the digital transformation will accelerate”. In the post-corona era, which is difficult to predict, we can only survive when we clearly recognize that digital transformation is an irresistible trend and respond quickly. However, the paradigm shift in the social structure naturally causes internal and external conflict factors in society. In particular, social conflict caused by digital transformation has a problem in that it delays the speed of transformation or causes it to have a distorted direction. Therefore, in this paper, as a theoretical study to find countermeasures to avoid such delays and distortions in digital transformation, the current status of social conflicts and countermeasures due to digital transformation in Japan were examined. First, we looked at Japan's digital transformation policy promotion system and its contents. Next, implications were drawn by examining in detail the social conflicts caused by digital transformation, their solutions, and the notable The Act on Improving Transparency and Fairness of Digital Platforms (TFDPA) among the solutions.
