This study seeks to find room for further development of public procurement from the claims of academia and some practitioners that, despite the era of local decentralization, public procurement is still centralized, wasting unnecessary finances and hindering balanced local development. An attempt was made to find the most ideal way for. According to their argument, some goods purchased through the central procurement system do not take local attributes and interests into account and point out the inefficiency of the budget due to the uniform supply. As a result, it proposes to build a procurement system that meets the essence of decentralization, but it is not easy due to the restrictions of the national contract law. Although the local contract law enacted the foundation for decentralization, procurement, one of the national affairs, has been stigmatized as a half-decentralization because it is difficult to convert to a legal system centered on central procurement due to long-standing practices and central procurement. Accordingly, it is to shed light on the feasibility of establishing a decentralized procurement system by weighing the profits of central procurement and decentralized procurement with procurement experts. The design of this study is to ask questions and collect opinions from experts from a legal, decentralized, and financial perspective through FGI. As a result of the analysis, it was confirmed that the possibility of establishing a decentralized procurement system was superior.
