초록

All FTAs have rules of origin. The rules of origin are the important and essential measures to prevent free-rider in free trade for non- member countries. However, if the importing country uses it strategically for its own benefit, it can cause a trade diversion effects. The trade diversion effects stem from the rules of origin reduces intra-regional trade among member countries and halves the effectiveness of trade liberalization. One of the measures to prevent this phenomenon is the formation of a multilateral FTA. However, multilateral FTA reduces the interests of importing countries and developing countries in the region compared to bilateral FTAs. Therefore, a persuasion logic is needed to attract them into multilateral FTA. A competition with product differentiation can further increase the interests of those countries. This study attempts to explain this kind of effects strictly and precisely. The results of the study show that in the case of heterogeneous oligopolies, though multilateral FTAs can lessen the welfare level of exporting countries compared to bilateral FTAs, but can further mitigate the welfare losses of importing countries and developing countries.
