Local governments need to participate in state affairs as a means of appropriately reflecting the will of local residents and local governments that represent the interests of the whole country, which has already been discussed as an axis of decentralization reform since the 1970s. The meaning of local governments' participation in state affairs inevitably entails grasping the relationship between the state and local governments as a "parallel cooperation relationship between administrative entities in equal positions" rather than a vertical and vertical command relationship. Local governments' participation in state affairs enacts and closes laws related to the interests of all local governments, including local governments submitting opinions and related local governments' opinions in the planning and policy-making process. The chairman of the state and local governments or the cooperative meeting of local governments is a system that allows representatives of the state and local governments to gather regularly to consult with each other. In this paper, Article 182-3 of the Korean Local Autonomy Act and Article 263-3 of the Japanese Local Autonomy Act, which allow local governments to systematically participate in the state's legislative or policy-making process, identify similarities and compare laws.
