국내 무역항의 정태적·동태적 효율성 분석

본 연구에서는 비모수적 효율성 분석기법인 자료포락분석을 이용하여 2012년부터 2019년까지 22개 국내 무역항의 정태적·동태적 효율성을 분석한다. 국내 무역항은 국가관리 무역항과 지방관리 무역항으로 구분할 수 있으며, 본 연구에서는 두가지 형태의 무역항을 모두 분석 대상으로 한다. 국내 무역항의 정태적 효율성은 DEA 모형 중 기본 모형인 CCR 모형과 BCC 모형을 이용하여 기술 효율성, 순수 기술 효율성, 규모 효율성 측면에서 분석한다. 또한, FDH 모형과 SBM 모형까지 포함한 4개 모형의 효율성 값을 기반으로, DEA/Entropy 모형에 의해 국내 무역항들의 결합 효율성을 평가한다. 국내 무역항의 동태적 효율성은 Window 모형을 이용하여 분석하고, 무역항들의 효율성 추세 및 안전성을 살펴보았다. 효율성 분석 결과, 분석 대상이 되는 무역항의 10% 정도는 기술 효율성과 규모 효율성이 우수하고, 순수 기술 효율성 측면에서는 약 40% 정도가 우수한 무역항으로 분석되었으며, 비효율성의 원인은 주로 최적 규모가 아닌 것으로 나타났다. 따라서 효율성 프론티어를 이용하여 규모 최적화를 위한 벤치마킹 목표 설정이 요구된다. 또한 지방관리 무역항은 정태적 효율성 측면에서 우수하게 평가되었으나 동태적 효율성 측면에서 효율성 변동이 크게 나타났다. 따라서 지방관리 무역항이 안정적인 효율성을 보일 수 있도록 항만 운영과 관련한 정책들을 마련하는 것이 중요할 것으로 판단된다. 본 연구는 국내 항만들의 운영 상태를 진단함으로써 항만들이 효율적으로 운영될 수 있는 정책을 수립하는데 의미있는 시사점을 제공할 수 있다.
Abstract
This study analyzes the static and dynamic efficiency of 22 Korean domestic trading ports (national managed trade ports and local managed trade ports) from 2012 to 2019 using DEA (Data Envelopment Analysis), which is a non-parametric efficiency analysis technique. The static efficiency of domestic trading ports is analyzed in terms of technical efficiency, pure technical efficiency, and scale efficiency using the CCR and BCC models, which are the basic models among the DEA models. In addition, based on the efficiency values of 4 models including the FDH and SBM models, the combined efficiency of trading ports is evaluated by the DEA/Entropy model. For dynamic efficiency analysis, we use the Window model to examine efficiency trends and safety of trading ports. As a result of the efficiency analysis, the 10% trading ports of among the 22 ports are excellent in technical and scale efficiency, and the 40% trading ports are excellent in terms of pure technical efficiency. It is required to set a benchmarking goal for scale optimization using the efficiency frontier. In addition, although the local managed trading ports are efficient in terms of static efficiency, efficiency fluctuations are large in terms of dynamic efficiency. Therefore, it is needed to prepare various policies so that local managed trading ports can show stable efficiency. This study can provide meaningful implications for diagnosing the operational status of Korean domestic ports and establishing policies for efficient port operation.
